About CO-WATERS

CO-WATERS is a Horizon Europe project running from 2025-2029, empowering waterfront cities, regions, islands, ports and their local partners and stakeholders to lead the transition to clean, healthy, and resilient marine and freshwater systems. Backed by 17 partners, including six pilot areas, the project supports the targets of the EU Mission “Restore our Ocean and Waters by 2030” and aligns with the European Ocean Pact.

What we do

CO-WATERS offers a range of tailored services to accelerate transition efforts. These include networking and peer learning, interactive training, citizen and stakeholder engagement, funding advice, and support to help communities earn the Label in support of the Mission Ocean and Waters, recognising their efforts to contribute to the Mission objectives.



By working closely with its Pilots and a wider network of stakeholders, CO-WATERS will co-create and test services that are practical, scalable, and adaptable. CO-WATERS aims to build a strong, connected Coalition capable of delivering lasting impact for Europe’s oceans and waters.

The Coalition of cities, regions, islands and ports for the Mission Ocean and Waters, implemented by CO-WATERS is growing, and soon we’ll invite more waterfront communities – both freshwater and coastal - to join us in making a real difference.
